Yup, it's finally down. For anyone who thinks the background is plain: SCREW YOU! I spent quite a while on this one since I really wanted to get as much detail as possible in this one.
*sigh* If only Photoshop had a filter for those star thingies. -_-
And sorry DEG, I think I may have accidentally made her look like Sakaki. But then again, maybe that's your fault.

So yeah, that's water in the background and it's all funny colours because there's lights in the foreground or something. Maybe there's a beach party.
EDIT: Also, that was the first time I ever did lips in CG, hope they came out okay. O_O
Stuff I said last time:
This is an RPG character (named Lylia) that belongs to DrEvilGenius of the IGN boards. I'm doing this and one other character for him.
Oh and I know the head's too big, I did that on purpose because I didn't like the way it looked when it was the correct size.
After looking at this, I can seriously say that you are a master of coloring; the ethereal lighting for this one is beatiful, especially with those stars in the background, and the shadows falling on that elegant sword. I also like the folds in that dress; they make it look very silky. However, I think that her left arm (on your right) should look a bit bigger than that, because it's closer to the viewer; right now, it looks rather small. Also, I wish that the background would have followed the law of thirds (the horizon line should always go on either the top third, or the bottom third of the canvas, for better compsition); I can't emphasize that starlight enough, but it bothers me how the horizon is so close to the frame, and it almost makes it look like the vast surroundings past her are just going to come to an abrupt ending right there.
